SCDOT Bishopville Truck Route 

The proposed Bishopville Truck Route in Bishopville, South Carolina, is a National Environmental Policy Act (NEPA) study to identify solutions for removing existing pass-through truck traffic from downtown Bishopville. It is the desire of the Town of Bishopville to revitalize their downtown area as a pedestrian-friendly commercial area.  The study will also examine the project’s ability to enhance economic development in the surrounding area.

DRMP is leading a team providing professional engineering services for the completion of an Environmental Impact Statement consistent with the National Environmental Policy Act. DRMP is directly responsible for alternative development environmental document preparation as well as the coordination of all planning, engineering and public involvement activities associated with the project. DRMP is also providing oversight of subconsultant activities including public involvement, traffic analyses, natural environment field reviews and cultural resource investigations. Because of the wide range of interests and diverse makeup of the surrounding community, public outreach will be an important part of the decision-making process.  Alternatives are being developed which will balance the local desires with environmental and fiscal constraints to identify an alternative which will have public support and minimize impacts on the surrounding communities. Tasks include coordination with local, state and federal agencies in developing a purpose and need statement for the project. Agency scoping activities and alternative development and analysis tasks are also included in the project.

The proposed Bishopville Truck Route will assist the City of Bishopville with their goal of a more pedestrian friendly downtown area while potentially enhancing economic development opportunities for the surrounding area, consistent with local plans.  DRMP’s experience and leadership provide SCDOT with a wealth of knowledge to assist them with navigating through the political and regulatory challenges this project will face.
