Joyce Barkley
Joyce Barkley serves as the Project Development and Environment (PD&E)/National Environmental Policy Act (NEPA) Lead in Florida for DRMP’s Transportation Market Sector. She has extensive professional environmental science and planning experience in Delaware, Florida, Kentucky, Louisiana, Maryland, New York, Tennessee, and Virginia. She has been involved with all aspects of environmental reviews and documentation to secure state/federal approvals and ensure regulatory compliance throughout project development. Barkley has been responsible for the oversight of interdisciplinary teams, the completion of complex technical studies, the management of budgets, and the execution of schedules for projects. She is also familiar with preparing permit applications for State and Federal water quality authorizations under Section 404/401 of the Clean Water Act (CWA) and protected species consultations under Section 7 of the Endangered Species Act.
