Barclay West

Barclay West was developed on one of the last remaining undeveloped large tracts of land in the City of Wilmington. The project aimed to transform this undeveloped land into a mixed-use development.

This project required a Traffic Impact Analysis (TIA) as part of the property rezoning.  Additional TIA Updates were necessary as specific plans/tenants were identified for the development. Each TIA analyzed surrounding roadways and intersections to identify improvements necessary to mitigate additional traffic generated by the development.  Improvements completed by the development include new traffic signals and turn lanes at off-site intersections. Roundabouts were constructed within the development to calm traffic and transition between residential, commercial, and office areas. The roundabouts were evaluated to determine appropriate configuration.      

New traffic signals were designed as part of the project with one new signal along Independence Boulevard and one new signal along 17th Street. The traffic signals were designed as metal poles/metal arms. 

Traffic engineers prepared design plans for off-site intersection improvements, including turn lanes and median improvements along the development access at 17th Street. Design plans included roadway design, storm drainage, traffic control, pavement marking, and signal design. Improvements at the 17th Street intersection included a pedestrian connection to the Cross City Trail from the development.

Barclay West represents a significant effort to revitalize one of the city’s final expansive, undeveloped areas. The project introduces a diverse array of amenities, including national and local restaurants, retail establishments, a movie theater, medical offices, a hotel, and residential apartments. The focus on this previously untouched parcel of land aims to not only enrich the cityscape but also meet the evolving needs of the community by providing a comprehensive and integrated urban environment.
