Grove 98

The Grove 98 project required extensive coordination between the Town of Wake Forest, the North Carolina Department of Transportation (NCDOT), and the development team to plan and design public transportation infrastructure that provides adequate access and circulation for the development. The development provided an extension of Ligon Mill Road through the project area to provide a significant connection to NC 98 Bypass for the area of town south of the development.  

Traffic engineers prepared design plans for all transportation improvements, including intersection improvements, drainage, and traffic signal. A quadrant left turn and reduced conflict intersection (RCI) was designed on NC 98 Bypass at Ligon Mill Road along with the associated U-turn bulbs. Ligon Mill Road was extended as a 4-lane divided roadway and Forbes Grove Way as a 2-lane divided roadway. Traffic engineers performed roadway design, storm drainage, traffic control, pavement marking, and signal design. All approvals and encroachment agreements were coordinated with the Town and NCDOT.

Open ditch systems were designed along NC 98 Bypass along with closed drainage systems in the median. Closed drainage systems were also designed along Ligon Mill Road and Forbes Grove Way. In addition, traffic engineers performed a downstream analysis for three major outflows to show that no detrimental effects would occur downstream of the project outfalls. Sediment and Erosion Control plans were prepared for the project.

Four new traffic signals were designed as part of the project with three new signals along NC 98 Bypass and one new signal along Ligon Mill Road. The traffic signals were metal poles/metal arms.

Grove 98 is a mixed-use development, including a Wegmans supermarket, restaurants, retail space, apartments, and townhomes located on NC 98 Bypass in Wake Forest, N.C. NC 98 Bypass is a controlled-access primary roadway, and the development constructed an extension of Ligon Mill Road to intersect as a quadrant left turn design. Multiple access points were provided for the development while minimizing impacts to through traffic on NC 98 Bypass.
