Joyce Barkley Joins DRMP as Florida PD&E/NEPA Group Leader

ORLANDO, Fla. – DRMP welcomes the addition of Joyce Barkley as Florida PD&E/NEPA Group Leader, further strengthening the firm’s Project Development and Environment (PD&E) services.

In this role, Barkley will focus on solidifying DRMP as a leader in Florida Department of Transportation (FDOT) PD&E services; broadening the firm’s companywide National Environmental Policy Act (NEPA) reach beyond the transportation market; supporting ongoing PD&E/ NEPA grant initiatives statewide; and collaborating with DRMP’s Trilon partners to share the firm’s range of NEPA capabilities.

“I am excited by the highly experienced team DRMP has built to support PD&E/NEPA efforts and becoming a part of it,” Barkley said. “Not only does the team provide quality work and excellent service for existing clients, but I am proud to be able to sell those same attributes to new clients and other firms that we team with.”

Barkley has served as a NEPA practitioner for nearly three decades. For 25 years, she worked as a public sector employee within federal, state, and local governments, including at state Departments of Transportation. She also worked for a Tribal Nation and as a government contractor for the National Marine Fisheries Service.  

Barkley’s NEPA experience includes not only transportation projects, but also evaluations of natural gas pipeline installations or replacements, development of wastewater facility plans, injection well installations, and U.S. Department of Housing and Urban Development (HUD) Part 58 Environmental Assessments. When needed, Barkley also assists with wetland delineations, threatened and endangered species surveys, and grant writing.

DRMP’s PD&E/NEPA Division Leader Joce Pritchett, PE, said Barkley's extensive experience as a NEPA practitioner for nearly three decades uniquely equips her to drive the firm’s PD&E/NEPA initiatives.
