DRMP Marks Growth with Series of Firsts

April 30th, 2025

At nearly 50 years old, DRMP continues to break new ground with a string of first-time project achievements, demonstrating our commitment to exceptional client service, diversification in services, and innovation.

As we scale regionally across the Carolinas, Georgia, and Florida, DRMP is expanding its presence as a dynamic A/E/C firm, strengthening our commitment to our people, capabilities, and relationships in every market we serve. This momentum has translated into several groundbreaking wins that highlight our ability to evolve while staying true to our core values.

Our growth is driven by the continued expansion of our core services, including surveying and mapping, subsurface utility engineering (SUE), design-build, construction services, and environmental planning, into new and existing markets. Our first surveying on-call contracts in Mooresville, N.C., and South Florida shows how we're expanding specialized capabilities to meet local needs.

We're also advancing in areas, such as Unmanned Aerial Systems (UAS) and LiDAR technologies, alternative delivery, and federal compliance, enabling us to support more complex, multi-disciplinary projects across state lines. These service-driven achievements are key to how we’re building long-term value in the regions we serve.

We are particularly proud of our federal services wins, including our successful joint venture (JV) partnership with Martinez Construction in securing a five-year, $50 million contract as prime consultants for the U.S. Space Force. This contract encompasses a wide range of services, including architectural, civil, mechanical, and electrical design; surveying; geographic information systems (GIS); environmental/National Environmental Policy Act (NEPA) compliance; and construction inspection. This work will be performed at Patrick Space Force Base, Cape Canaveral Space Force Station, and Ascension Auxiliary Airfield. We are excited to collaborate with our subconsultants, BRPH, KZF Design, and MOCA Systems on providing these services.

Survey Milestones

Federal

Whidden DRMP, JV LLC – a newly formed SBA Mentor Protégé partnership – was awarded its first federal project win last year, earning two indefinite delivery/indefinite quantity (IDIQ) MATOCs for surveying services with the U.S. Army Corps of Engineers’ (USACE) Mobile and Jacksonville districts. While new as a joint venture, the team brings established experience: Tom Whidden previously held a Jacksonville District contract, and DRMP has delivered on multiple USACE projects for over a decade. The joint venture will provide SUE for a range of military, civil works, and real estate programs.

Growing Survey in South Florida

DRMP expanded its South Florida footprint with its first continuing services contract for surveying in FDOT District 4. The five-year, $5 million task order contract includes surveying, mapping, and SUE, with the flexibility to deploy advanced technologies, such as terrestrial mobile LiDAR and hydrographic systems. This selection reflects DRMP’s technical expertise and the trusted relationships built with District 4 through years of successful subconsultant work.

Expanding Survey Capabilities Across North Carolina

DRMP continues to grow its footprint with its first on-call surveying services contract in Mooresville, N.C. Through this partnership, DRMP will deliver a wide range of services, including boundary and topographic surveys, easement documentation, legal descriptions, construction staking, and advanced UAS mapping.

Adding to this momentum, the geospatial services team completed the firm’s first multi-state mobile LiDAR scan in December 2024, capturing data across Alabama, Florida, and North Carolina in a single day. Within one week, the team wrapped five separate LiDAR projects, showcasing DRMP’s expanding reach and technical capabilities.

Breaking Ground in North Carolina and Georgia Alternative Delivery

In late 2024, DRMP marked another significant achievement by expanding its alternative delivery services into North Carolina and Georgia. Partnering with Dane Construction, our Carolinas team was awarded its first North Carolina Department of Transportation (NCDOT) design-build contract. As lead designer for the Division 13, Group 17 Emergency Express Design-Build bridge group, DRMP is proud to support recovery efforts in western North Carolina following the devastation of Hurricane Helene. This project gives our team the opportunity to help restore critical infrastructure and improve resiliency in the region.

DRMP is gaining traction in Georgia with its first design-build win as a subconsultant to Infrastructure Consulting & Engineering, LLC (ICE) on a $1.2 billion interchange improvement project. Awarded to the Georgia Department of Transportation’s top contractor, C. W. Matthews, the project includes major upgrades to the I-285/I-20 Westside Interchange. DRMP’s scope includes three bridge designs: a new bridge for Fairburn Lane over I-20, widening of an existing I-285 bridge over Delmar Lane, and a new bridge for a I-285 ramp over Delmar Lane, along with roadway, wall, and hydraulic design services.

This is a key strategic win that shows DRMP’s growing role in Georgia’s transportation sector. The pursuit was identified and led by DRMP’s Georgia staff, and the firm’s Orlando design-build staff performed a high-level review of the interchange configuration at ICE’s request.  The design work will be completed by the firm’s Georgia staff.

Our First Design-Build Interchange in Tampa, Fla.

DRMP marked a major milestone with its first design-build project for FDOT District 7, the $233 million I-275/I-4 Interchange in Downtown Tampa, a critical connector for nearly 200,000 vehicles daily. As lead designer, DRMP is helping address safety, congestion, and connectivity through a wide-ranging scope that includes six new bridges, eight bridge modifications, expanded lanes, and upgraded infrastructure. A key innovation is DRMP’s alternative technical concept (ATC): a dual-lane flyover bridge from I-275 southbound to I-4 eastbound, enabling off-line construction, eliminating over 100 detours, and reducing community disruption. Once completed, the project will improve travel times, enhance safety, and support hurricane evacuation for the Tampa Bay region.

SUE Work Growing in North Carolina and Florida

DRMP recently secured its first SUE contract with the City of Charlotte, marking a significant step in supporting one of the fastest-growing metro areas in the United States. With a local presence since 2000 and expanded services since 2016, our team brings deep regional expertise to this multi-year contract.

We’ll provide a full scope of SUE services – locating and mapping water, sewer, fiber, traffic interconnects, and more – for various city departments including CLT Water, Storm Water, and General Services, all in accordance with ASCE/UESI/CI 38-22 standards.

In Florida, DRMP was also awarded a two-year continuing services SUE contract with Manatee County where we’ll assist in locating and mapping roughly 5,000 miles of underground utilities. These back-to-back wins reflect DRMP’s growing reputation in SUE and our commitment to advancing infrastructure in rapidly developing communities.

Laying the Foundation for CEI Growth in South Carolina

As DRMP expands its footprint in South Carolina, we’re proud to support the I-26 Midlands Connection Project, our first construction services (CEI) contract in the state. Partnering as a subconsultant to RK&K, this more than $375 million project includes widening I-26, replacing bridges, reconfiguring interchanges, and upgrading storm drainage, ITS, and utilities for more than 16 miles. It’s an important opportunity for DRMP to demonstrate our CEI expertise and establish a strong presence in the state.

Strengthening Florida’s Coastal Resilience with First FDEP Plan

Our firm recently completed its first disaster resiliency plan approved by the Florida Department of Environmental Protection (FDEP) – a major milestone in our growing coastal resilience portfolio. The plan, developed in partnership with Levy County helps preserve historic Cedar Key following the devastation of Hurricane Idalia in August 2023, which brought nearly 9 feet of storm surge. Central to the plan is a proposed living breakwater to protect the shoreline, homes, businesses, and infrastructure from future storms. Now included in Levy County’s Local Mitigation Strategy (LMS), the project is positioned for future funding and represents a critical step in advancing long-term resiliency for vulnerable coastal communities.

DRMP is proud as a firm of how far we’ve come and even more excited about where we’re headed. As our firm takes on new challenges, we will stay focused on what’s always mattered – doing great work with great people and providing diverse and high-quality services for our clients.
