First Coast Expressway (SR 23) Right-of-Way Control Survey

The First Coast Expressway is a multi-lane, new alignment, limited access toll expressway that connects Duval, Clay and St. Johns counties for approximately 46 miles. The expressway is located between I-10 in St. Johns County and I-95 in Duval County, outside of the existing I-295 loop, serving the southwest and southern areas of the First Coast region. There is a total of 17 new interchanges and a major bridge structure at the St. Johns River crossing. The project is being constructed in seven phases and will cost approximately $1.8 billion.

DRMP surveyors led the design and control survey efforts to aid the engineering design, permitting and the advanced right of way acquisition along with the subsurface utility engineering (SUE) to assist with utility designs and coordination. These efforts included right-of-way control surveys, design surveys and subsurface utility designation and location, jurisdictional line survey and mean high water surveys. Our mapping support services include; control maps, right-of-way mapping, TIITF sketches, legal descriptions and title search reviews, and TCE’s all of which support the acquisition need for the department.

The FCE will reduce congestion on other major roadways in the region, important not only for daily commuters but also critically important during times of storm-related evacuation.
