DRMP Bolsters Regional Surveying Leadership Team in Florida

ORLANDO, Fla. – DRMP has promoted three project managers within its Surveying and Mapping Division in Florida, creating opportunities for employee growth and career advancement. These promotions highlight DRMP’s commitment to developing internal talent and building strong regional leadership across its growing footprint in the Southeast.
The newly promoted department managers are:
• David-Paul Charles, PSM, has been promoted to survey department manager in Tampa.
• Malcolm Minchin, Jr., PSM, has been promoted to survey department manager in Chipley.
• Brandon Welch, PSM, has been promoted to survey department manager in Panama City Beach.
“These promotions reflect DRMP’s commitment to investing in our people and preparing the next generation of leaders in surveying,” said Joe Di Benedetto, PLS, DRMP’s senior vice president and director of surveying and mapping/geospatial services division. “David-Paul, Malcolm, and Brandon have consistently demonstrated technical expertise, leadership potential, and an enthusiasm for mentoring others, all qualities that align with DRMP’s mission to build strong teams and deliver excellence across the Southeast.”

For Charles, his promotion to Tampa survey department manager represents a recognition of the effort and care he has invested in the Tampa office and DRMP overall since joining the firm in 2021.
“I’m excited and up to the challenge of improving on the processes and development of this office,” he said. “I look forward to continued development of our staff and ensuring long term success of the company.”
His responsibilities include providing leadership, supporting staff growth, and collaborating among DRMP’s various disciplines and offices to enhance business development and manage financial goals to ensure profitability.
Charles credits DRMP’s strong leadership and support as key contributors to his career development.
“DRMP has provided a wealth of opportunity and support since I started in 2021,” he said. “I have been fortunate to work alongside and under some of the best leadership I’ve experienced in my career. Their lessons and experiences will continue to guide me through future challenges.”
Malcolm Minchin Jr.
In Chipley, Minchin steps into his new role with an appreciation for the trust placed in him by DRMP’s leadership. Minchin’s responsibilities include leading the Chipley office in delivering professional services to existing clients, pursuing new work in neighboring states, such as Alabama and Georgia, and creating career advancement opportunities for staff.
“I am grateful for this opportunity to further my career,” he said. “It means a great deal to me to have the support of the DRMP leadership, and I am very appreciative in their decision to select me for this new role.”
Since joining the firm in 2016, he has expanded his skillset across multiple survey disciplines including, hydrographic, boundary, sectional retracement, American Land Title Association (ALTA), construction layout, and topographic surveying, as well as subsurface utility engineering (SUE). His recent leadership of the Chipley SUE division, he said, has provided him with valuable project management experience, which he now brings into his expanded role.
“DRMP has greatly expanded my knowledge in a multitude of surveying disciplines,” Minchin said. “These experiences have been a great contribution to my career development and management skillset.”
Brandon Welch
Welch views his career advancement into his new role as a significant milestone and an opportunity to contribute at a broader level. In his new role as Panama City Beach survey department manager, Welch will oversee all survey projects and staff in the region, build client relationships, and pursue new project opportunities. He said one of the challenges in his region is the low population density of the Panhandle, which often requires extended travel to meet with municipal clients. Despite this, Welch is committed to expanding DRMP’s presence and capabilities in the area.
“This promotion is a milestone in my professional journey and represents a pivotal opportunity to expand my impact within DRMP.” he said. “I look forward to leveraging my experience and technical expertise to overcome new challenges and contribute to the overall success and growth of the Survey Division in this new role.”
Welch attributes much of his professional development to DRMP’s mentorship and training programs, including business development bootcamp and project management training, which helped him strengthen his leadership and decision-making skills.
“DRMP has been instrumental in shaping my professional growth by offering a supportive environment for growth into a leadership position,” he said. “The mentoring program, for example, gave me the privilege of receiving personalized guidance from experienced colleagues who encouraged me to refine my critical thinking and decision-making skills.”
